Target for fiscal year 2013 - 2014

  • Develop County 5 – year strategic & Investment plan to inform County health services delivery by November 2014
  • Reorganize current leadership structure to put in place lean County Health Transformation team, committed to provide trans-formative leadership and accountable to the population by January 2014
  • Increase Supplies of Commodities (Pharmaceuticals and non Pharmaceuticals) to all health facilities by 150% by January 2014
  • Strengthen Commodities management by hiring ten (10) Commodities Management officers by January 2014
  • Strengthen Commodities & Assets management by computerizing supplies management in at least three (3) Hospitals by June  2014
  • Hire at least 250 health workers to operationalize 52 Health Facilities across the county, by December 2013 (175% increase in the number of health workers).
  • Equitable distribute Health workers across the county to ensure service delivery to the population by January 2014
  • Strengthen Human Resources for Health Management by cleaning the staff database; improve supervision and explore possibility of remunerating our health workers in collaboration with County Public Service Board. December 2013 – March 2014
  • Survey and secure health facilities land across the county by May 2014 to prevent land grabbing and identify land for future expansion.
  • Gazette all health facilities with correct tiers names as defined in the Kenya essential Package for Health by May 2014.
  • Roll out grand Public Health Education Campaign “M – Care” an Afya Mashinani campaign to improve Public education, Service delivery, restore public confidence in public health facilities and improve service utilization. From February 2014
  • Strengthen Health Management Information System through automation and staff capacity building to improve decision making. From February 2014
  • Strengthen  disease surveillance and operational research to document our disease burden and contribute to eradication of diseases targeted for eradication
  • Upgrade Mandera, Takaba, and Elwak District hospitals to serve as regional referral hospitals to reduce referral distance by April 2014
  • Establish Centrally Commanded County Ambulance Services by procuring Seven (7) new ambulances and setting up central command system by March 2014
  • Establish County Immunization cold – chain System by May 2014
  • Strengthen partnerships with NGOs, National Government and other neighboring counties
  • Ensure prudent use of Health Finance by adherence to public finance management standards and holding management staff responsible for their actions.
